The document has been prepared for four months under an agreement between the Croatian government and the HAZU. Twenty-two experts, including historians, cartographers, hydrographers and international law experts, were involved in its preparation under Rudolf's guidance.
The 300-page document is currently under review and will be submitted to the Prime Minister next week, Rudolf said.
Rudolf insisted that the border between Croatia and Slovenia "has to be just, otherwise it will be a permanent source of misunderstanding. And in order for it to be just, it has to be in accordance with international law and the common practice of other countries in the world."
He said the Blue Paper was not a response to Slovenia's White Paper, which contains the Slovene position on the border disputes with Croatia. The White Paper was presented in Ljubljana in June.
