The inauguration of new assemblies in those cantons is a requirement for the establishment of the government in the Bosnian Federation (Croat-Muslim entity) and consequently in the state of Bosnia and Herzegovina.
OHR Spokeswoman Ljiljana Radetic was quoted by the local media as saying on Saturday that the international community was frustrated at a lack of progress in four cantons in which the Croatian Democratic Party of Bosnia and Herzegovina (HDZ BiH) and the HDZ 1990 were obstructing the implementation of the election results.
"The four remaining cantonal assemblies should urgently name their deputies to the House of Peoples of the Federation of Bosnia and Herzegovina," Radetic said adding that the OHR could not rule out other measures to ensure the functioning of democratic institutions.
The two HDZ parties believe that a government at the entity or state level without their representatives would mean the ignoring of the will of a majority of Croats who went to the polls on October 3.
