The officials said that constitutional principles and positions on the individual and collective rights of Serbian citizens did not reflect the interests of the Albanian or any other minority.
Presevo municipal head Ragmi Mustafa said that the Albanians in the Presevo valley were interested in Kosovo's independence.
"Since the Constitution does not envisage that possibility, we will call on some 70,000 Albanians with the right to vote to boycott the referendum," Mustafa said.
Yesterday, leaders of Kosovo Serbs called on local Serbs as well as Albanians to go to the referendum, which is scheduled for 28 and 29 October.
They say they support the draft of the new Serbian constitution envisaging the UN administered province as part of Serbia's territory.
The Kosovo government has warned that the referendum should not be held on the territory of Kosovo. The government in Pristina said on Monday that the referendum was pointless for Kosovo Serbs as they were an integral element of Kosovo's society.
The UN mission in Kosovo has not yet announced its official position on the referendum.
