This year's ceremony is taking place under the auspices of Ukrainian President Victor Yushchenko, the World Holocaust Memorial Forum and the Jerusalem-based Yad Vashem Memorial Centre.
Israeli President Moshe Katsav and Montenegrin President Filip Vujanovic will be among those attending.
Mesic is due to address an international forum entitled "Let My People Live", which will be held on this occasion.
Bilateral meetings between the Croatian president and his Ukrainian, Israeli and Montenegrin counterparts are also scheduled.
