The negotiations were chaired by Austrian diplomat Albert Rohan, deputy to the UN special envoy for Kosovo, Martti Ahtisaari.
New municipalities, their borders and the town of Kosovska Mitrovica were the main topics, Rohan told reporters.
No progress was made, but if there is a slight possibility of overcoming the differences, the talks will continue on the technical level, Rohan said.
UN special envoy Ahtisaari will next week first inform the Contact Group for Kosovo and then the UN Security Council of the course of the talks.
