The Serb List coalition headed by Andrija Mandic won 12 seats, while the Movement for Change led by Nebojsa Medojevic and the previously strongest opposition Socialist People's Party of Predrag Bulatovic will each have 11 seats.
The Croatian Civil Initiative, a member of the ruling coalition, secured one seat in the parliament, and whether it will have more will depend on its agreement with Djukanovic's Democratic Party of Socialists.
This was the first time in the history of the multiparty system in Montengro for a political party representing the interests of the Croatian minority in the country to win a seat in the national parliament.
The Liberal Party and the Bosniak Party will each have two seats, while Albanian parties Forca, the Democratic Union of Albanians, the Democratic League of Albanians in Montenegro, and the Albanian Alternative will each have one seat.
Djukanovic said that the absolute victory of the Coalition for European Montenegro was "a triumph for Montenegro's European policy." He added that the election showed that Montenegro was "stable and firmly on the European track."
The central electoral commission was due to announce the official results of the vote on Tuesday.
