The Slovene Foreign Ministry said in a statement that Rupel's letter wanted to point to the issue of Croatia's EU accession and the conclusions which the European Council adopted in relation to that earlier this month.
Rupel said in the letter that Slovenia supported Croatia's accession to the EU, but also recalled the position in said conclusions on Croatia's obligation to honour EU standards, including good neighbourly relations.
Commenting on Rehn's position, stated in Ljubljana earlier this year, that the Croatia-Slovenia border issue was a bilateral issue and not within the EU's competence, Rupel said Slovenia was ready for a bilateral settlement, but that the increasingly frequent position in Croatia was that the only solution was international arbitration. He added such a position could be interpreted as the abandoning of attempts to find a bilateral solution.
