Serbia and Montenegro proposes declaration on return of Croatian Serb refugees

BELGRADE, Jan 27 (Hina) - A delegation of Serbia and Montenegro hasproposed at the winter session of the Council of Europe ParliamentaryAssembly a declaration on the return of exiled Croatian Serbs, theSerbia and Montenegro Parliament Speaker and head of the delegation,Zoran Sami, has said.
BELGRADE, Jan 27 (Hina) - A delegation of Serbia and Montenegro has proposed at the winter session of the Council of Europe Parliamentary Assembly a declaration on the return of exiled Croatian Serbs, the Serbia and Montenegro Parliament Speaker and head of the delegation, Zoran Sami, has said.

The proposed declaration was endorsed by 20 deputies from six countries, which is enough for the proposal to be officially discussed by the Parliamentary Assembly, Sami said in an interview with Vecernje Novosti daily of Friday.

Sami said there was a possibility that competent committees could seek the adoption of a resolution on the matter.

"In the declaration it is noted with regret that ten years after the war Croatia has not managed to create conditions for expelled Serbs to return and enjoy their human rights. It is also noted that in 1990 Croatia was a state of Croats and Serbs as constituent nations and that the Croatian Parliament, violating the Croatian Constitution, changed the status of Serbs to one of a national minority," Sami said.

The signatories to the declaration call on the Croatian government to meet its international obligations and take all necessary measures to enable the Serbs to regain their status, authority, and individual and collective rights and freedoms, and urge the Council of Europe Parliamentary Assembly to insist that Croatia apply EU standards.
