If no agreement can be reached in the Security Council at the moment, I am sure there will be an agreement among members of the Contact Group to open a process of negotiations that might last about 120 days, Solana told reporters in Brussels.
This was the first time the EU had mentioned a possible scenario should the UN Security Council fail to adopt a resolution on Kosovo.
The Security Council remained divided at a discussion on Kosovo's status on Monday, because Russia continued to oppose a draft resolution, believing that it would lead to granting Kosovo independence from Serbia.
The draft resolution, backed by the United States, Britain and France, proposes resumption of talks between Serbia and Kosovo's ethnic Albanians for 120 days, but does not mention automatic independence for Kosovo if the two sides fail to reach an agreement. The draft also provides that the UN mission be replaced with an EU mission.
