Education Minister Dragan Primorac recalled that as many as 1.5 million Croatians have no qualifications, which prevents them from competing on the European market.
The draft was endorsed by deputies of the ruling Croatian Democratic Union.
Parliament also endorsed a bill on medicines.
While debating a draft strategy for the migration policy in 2007-08, opposition deputies from the People's Party, the Social Democrats, the Peasant Party, and the Independent Democratic Serb Party described it as incomplete and poor because it accentuated the negative aspects of migrations.
State Secretary Ivica Buconjic said the foundation of the strategy was the protection of human rights and freedoms and providing protection for refugees and asylum seekers. He added the objective of the strategy was to respond to Croatia's needs and meet EU legal standards so as to prevent trafficking in humans.
At the end of today's sitting, Speaker Vladimir Seks said that a motion to give the government a no-confidence vote, filed by 33 deputies over the corruption arrests in the Croatian Privatisation Fund, would most probably be debated next week.
