Regional forum on community policing begins

PULA, June 4 (Hina) - A three-day forum on community policing began in Valbandon near Pula on Monday, organised by the Southeast Europe Police Chiefs Association (SEPCA), the Swiss Development and Cooperation Agency and the European Commission.

Workshops will be held by community policing experts from Western Europe.

SEPCA president Milorad Simic of Serbia said better connections and cooperation as well as a more effective struggle against crime between the police forces in the region were imperative on the road to European integration.

He also said that Croatia had made the biggest headway in the region in applying community policing experience and concepts.

Croatian Police Chief Marijan Benko said the aim of internal democratisation within the police was to increase the public's confidence in the force. He recalled that Croatia joined the community policing project in October 2002, applying EU experience but devising its own model by respecting the country's characteristics.

Benko said this model was well accepted by the police, the public, the media, and local self-government units. He underlined that the main goal - justice, freedom and security - could be achieved only through cooperation between the police and the public and mutual trust.

Benko said Croatia had 691 community police, 52 crime prevention personnel and 20 community policing coordinators in police departments.

He also said that community police had proven very successful against drug dealers, and that in the last two years 600 police officers in Croatia were fired or penalised for unlawful activity in an effort to fight crime within the ranks.
