Kosor made the statement at the sixth election convention of the national federation of families of missing and detained Croatian soldiers in Novi Vinodolski on Saturday.
Cooperation with Serbia in this field is yielding results, Kosor said.
Exhumations in Vukovar County are under way and the remains of seven victims were unearthed recently, she added.
In Croatia 143 mass and 1,200 individual graves have been discovered. In 2006 alone, 260 test exhumations were carried out based on tip-offs from citizens, the minister said.
Croatia is trying to trace 1,116 persons listed missing in 1991. Last year, 71 victims were identified, Kosor said.
