Parliament then began a debate on a report on the work of the State Commission for the Control of Public Procurement in 2005.
Commission president Goran Matesic said there still existed loopholes in the legal protection of public procurement and that another problem was that proceedings after complaints were lodged lasted too long.
He said the Commission did not have data on all public procurement announcements, which was why the report did not state which parties most frequently broke public procurement regulations.
The Commission received 746 complaints in 2005, establishing that half were justified, mainly due to unlawful documentation, favouritism of a bidder or manufacturer, short deadlines and breaches of announcement regulations.
Matesic said the number of complaints received in 2005 was mildly lower than in 2004.
Fifty complaints against the Commission's decisions were filed with the Administrative Court, which approved 12, a figure the Commission says confirms the quality of its decisions.
