Speaking at last week's conference on establishing the truth about wars, Puhovski said that "Croatian mothers got their children out of the JNA, only to push them into the Croatian army".
Describing Puhovski's claims as monstrous and scandalous, Bilic said the reason why members of the movement were embittered was the fact that Puhovski made his statement at an international meeting attended by top Croatian state officials.
Bilic said her letter was prompted by numerous phone calls and negative reactions from former members of the movement from Croatia and Bosnia-Herzegovina.
She recalled that the movement had been founded spontaneously as a result of the unbearable situation in the summer of 1991 and the JNA's siding with Slobodan Milosevic's policy of Serbian territorial expansionism, as well as that it had been supported by mothers from other parts of Yugoslavia.
The movement held rallies advocating exclusively peace and cooperation with mothers from other parts of Yugoslavia, the letter said.
