"The appeal against the decision by Zagreb County Court investigating judge Zdenko Posavec was filed yesterday at the end of business," DORH spokeswoman Martina Mihordin told Hina.
Prosecutors believe that there were no grounds to suspend the investigation and not to order detention.
Judge Posavec made the decision on Tuesday based on the opinion of a medical team that Glavas is mentally and physically unfit to take part in criminal proceedings.
The appeal will be addressed by a Zagreb County Court panel of judges.
Glavas is also a suspect in another war crimes case known as the Sellotape Case, which concerns the murder of Serb civilians by the Drava river in Osijek in 1991.
The decision by the Osijek County Court to suspend the investigation in that case because of Glavas's poor health conditions caused by a 37-day hunger strike, became final on Wednesday.
