The chief of the strongest opposition party said at a news conference on Wednesday that more than 20,000 people had lost their jobs in the last three months, and wondered whether the current government had done anything for those people.
He recalled that in December the SDP had proposed amendments to the budget, which it found to be unrealistic and doomed to failure.
Milanovic said that the government overnight identified trade unions and their demands as a major generator of the crisis.
The problem does not lie in trade unions but in the government, he said.
Nevertheless, he described as sensible proposals that salaries be put on the agenda again after Croatia's economic growth exceeds two percent.
