Gov't proposes introduction of probation system

ZAGREB, May 14 (Hina) - The introduction of a probation system for defendants and offenders on supervised release is designed to lessen the possibility of wrong assessment in cases of prisoners who have been released conditionally, Justice Minister Ivan Simonovic said at a government session on Thursday when the Ivo Sanader cabinet sent to parliament a bill regulating the matter.
ZAGREB, May 14 (Hina) - The introduction of a probation system for defendants and offenders on supervised release is designed to lessen the possibility of wrong assessment in cases of prisoners who have been released conditionally, Justice Minister Ivan Simonovic said at a government session on Thursday when the Ivo Sanader cabinet sent to parliament a bill regulating the matter.

Kazimir Duznovic was released due to wrong assessments, which resulted in the killing of policeman Ivan Grbavac and the wounding of another four police officers, the minister said referring to a bank robbery in Sesvete, east of Zagreb, earlier this month in which Duznovic, who had a criminal record with felonies, killed policeman Grbavac and wounded four other police officers.

The probation system will include conditions for house arrest, supervision and support to detainees, as well as measures aimed at reducing risks for offenders to repeat crimes.

This will reduce the number of inmates in prisons and improve conditions in correctional facilities, as well as ensure better supervision of conditionally released offenders, the minister said.

He also added that the bill would bring about savings, since one day in prison cost three times more than the supervised release system.

The probation system will be fully enforced by the end 2012.

The government today also adjusted legislation on air traffic and consumer protection to European Union standards.

The obligation to cite a product's country of origin will remain in place in Croatia, Deputy Prime Minister Damir Polancec said while presenting amendments to the consumer protection law.
