The President of the Serb entity, Milorad Dodik, dismissed that possibility, once again bringing into question the existence of the State Court of Bosnia and Herzegovina.
The Commission expects a final political agreement on judicial reform, the Director for the Western Balkans at the Directorate General for Enlargement, Pierre Mirel, said in a written statement on Tuesday after a meeting in Banja Luka.
Reforms are expected to guarantee progress towards an unstoppable entrenchment of the rule of law in the country, he added.
Bosnian Justice Minister Barisa Colak said he expected the judicial reform to be stepped up and result in amendments to the law on courts to enable the establishment of a High Court. "It's high time we did it because it's in the interest of legal security on the one hand, and citizens' trust in Bosnian institutions on the other," he said.
Dodik opposed the establishment of a High Court or an appeals court, saying the State Court should be abolished too. He added that the European Commission's recommendations would not help and that there existed no constitutional foundations to keep the State Court and the State Prosecutor's Office.
