Parliament speaker talks referendums

ZAGREB, Nov 11 (Hina) - Croatian Parliament Speaker Josip Leko on Monday commented on announcements of a referendum on the use of national minorities' languages and alphabets, and one on early elections, saying matters could not be solved only through referendums and that one of the two encroached on basic human rights and freedoms, which could not be put to a referendum.

As for the referendum on early elections, Leko said on Croatian Radio that collecting signatures was legitimate but that early elections, like regular ones, were always a referendum.

"It's legitimate to seek early elections because every democratic government is subject to examination and control, including early elections," he said.

Speaking of a December 1 referendum to decide whether the Constitution should define marriage as a heterosexual union, he said, "We must build a society of tolerance and understanding, and not a society of exclusion."
