The decision was made because of the 27 per cent unemployment among the general population and 52 per cent among young people in Spain.
Spain is the seventh EU country to impose restrictions on Croatian workers after Germany, the Netherlands, Austria, Great Britain, Slovenia and Belgium.
Croatia has the right to reciprocate.
Ten member countries have said they will not impose restrictions, namely Sweden, Romania, Hungary, Ireland, Slovakia, the Czech Republic, Denmark, Finland, Estonia and Lithuania. The rest have not decided yet.
