The plan for the application of the first agreement on principles regulating normalisation of relations was adopted as a document which "does not prejudge the status of Kosovo and Metohija," the statement said.
Dacic's letter to Ashton says the Serbian government believes the adoption of the implementation plan and the amendment of laws necessary to apply the first agreement will "pave the way for the political content of months of efforts to yield results that will meet the interests and expectations of citizens and all parties involved in the process."
The Serbian government indicates that the formulation of the implementation plan for the first agreement and the reaching of all previous and future agreements and their implementation does not undermine the confirmed principle of status neutrality in all implementation stages, the letter says.
Dacic told B92 earlier that it was important to Belgrade to confirm that its talks with Pristina in Brussels were "status neutral" and that "they don't prejudge the future status of Kosovo," announcing that talks with representatives of the international community would continue.
Serbian and Kosovo delegations harmonised and initialled an agreement on the normalisation of relations in Brussels on April 19 and the Serbian parliament upheld it by majority vote seven days later.
The implementation plan is a prerequisite for Serbia to get a date for the start of EU membership negotiations and for Kosovo to sign a Stabilisation and Association Agreement.
