The six states would work together on their Euro-Atlantic integration.
This initiative, which envisages a more progressive model of cooperation to step up European integration, also envisages cooperation in areas important for improving quality of life and a uniform policy in issues of common interest.
According to the media, Luksic presented the initiative to European Enlargement Commissioner Stefan Fuele in Brussels recently and Fuele supported the idea of bringing together the six Western Balkan countries on the model of other forms of regional cooperation in Europe.
If the initiative becomes a reality, it would cushion the impact of the crisis, stabilise the regional market, and enable joint promotion on third markets, cooperation in energy and integrated access to funds for roads of regional significance.
The initiative also envisages rescinding passport requirements for crossing the borders of the six states as well as better minority, social and environmental protection, and cooperation between scientific institutions.
Also envisaged is the strengthening of parliamentary cooperation, decentralisation, cross-border cooperation, and lobbying for joint interests with other governments and international organisations.
