In the resolution, the Council urges the ICTY to undertake every possible measure so that it can complete its work by 31 December 2014, and to present by 15 April 2013 a plan on the strategy of completion, closure and transfer to the International Residual Mechanism for Criminal Tribunals (IRMCT).
Russia abstained in its vote, believing that the resolution does not deal with the ICTY's inefficiency.
