Energy sector backbone of development, says economy minister

ZAGREB, Oct 10 (Hina) - The energy sector is the backbone of Croatia's economic development for the next decade, Economy Minister Radimir Cacic said on Wednesday at a conference on the energy sector organised by the Centre for International Development, the Croatian Exporters Association, and the TF Marketing company.

Speaking of projects, Cacic mentioned the construction of a new bloc and ancillary facilities of the Plomin thermal power plant worth EUR 1 billion and the construction of the Ombla hydroelectric power plant and ancillary facilities worth EUR 140 million.

Cacic said the oil and gas company INA had expressed an interest in partnership in the modernisation of the Rijeka thermal power plant, a project worth EUR 550 million.

He also mentioned plans to rebuild the Kosinj C2 hydroelectric power plant and construct two new ones - a project worth EUR 650 million, the renovation of the Zagreb thermal power plant worth EUR 120 million, and the construction of the Dubrovnik 2 power plant worth EUR 160-170 million.

Cacic said plans also envisage the construction of hydroelectric power plants on the Sava river near Zagreb and on the Drava near Osijek.

Most of the projects will be realised through partnership between the national power company HEP and foreign partners, in which HEP's creditworthiness will be ensured by balancing revenues and expenses and issuing corporate bonds abroad, said Cacic.

He said a market formation of fuel prices was crucial for strengthening HEP's financial position, the energy sector in general and investor interest. He labelled as suicidal the policy so far in which buyers set the price and suppliers often sold energy below their own purchase price.

Cacic expects a lot from green energy, notably wind farms, announcing significant investment in a power grid that could receive energy from them. Wind farm projects are mostly private and their value this year and in 2013 totals EUR 400 million, he said.

Cacic announced that technical documentation for a EUR 600 million LNG terminal on the island of Krk would be drawn up next year, and that talks during President Ivo Josipovic's upcoming visit to Qatar would address its participation in gas supply.

Speaking of potential investments, he also mentioned the technological renovation and ecological upgrading of production in the Petrokemija Kutina artificial fertiliser manufacturer, and the renovation and construction of gas storage facilities.

The conference also discussed aspects of doing business in the European Union as well as regulations and the liberalisation of the energy market.
