He said the motion was turned down by the Belgrade Higher Court's War Crimes Department because Maric was under investigation in Serbia in another case.
Dozet announced he would lodge an appeal.
He said this investigation was launched before Maric was indicted in the war crimes case in which he was convicted.
Dozet said the idea to file the motion for Maric's transfer to Croatia to serve the sentence came up after a meeting between the justice ministers of Croatia and Serbia in March.
An appellate court in Belgrade in March upheld a first-instance judgement sentencing Maric to 12 years' imprisonment for the murder of Petar Slijepcevic, a civilian, in the Grubisno Polje area in Croatia in October 1991.
The appellate court turned down Maric's appeal against the September 23, 2011 judgement as unfounded.
Maric was arrested on the Serbian-Bulgarian border in April 2010.
