MOSLEM-CROAT ACCORD SETS REALISTIC DEADLINES, SIGNATORIES SAY

MOSTAR, May 18 (Hina) - "The basis of the Bonn accord has not been changed and the mechanisms and time limits set in the document we signed today are realistic," Michael Steiner, a German representative in the big-power Contact Group for Bosnia- Herzegovina, said in Mostar today after the signing of an agreement on the functioning of the Moslem-Croat federation. Steiner participated in three-day Moslem-Croat talks on the swifter establishment of the Federation in Bosnia-Herzegovina. The Washington accords on establishing the Federation, which were signed a little more than a year ago and which marked the end of a Moslem-Croat war, were further eleborated by an agreement reached in Bonn on March 10. But there were again difficulties in establishing the Federation because of unrealistic deadlines set by the Bonn accord. One of the main topics discussed in the Mostar talks was creating conditions for the establishment of the mainly Moslem Zenica-Doboj county and the mixed Central Bosnian and Neretva counties. Steiner said that interim legislative bodies of these counties were to be set up by June 15. The Federation president and leader of the Croat delegation, Kresimir Zubak, said that Bosnian Croat authorities would "fully comply with the procedure, mechanisms and deadlines defined in this document." The Federation vice president and leader of the Moslem delegation, Ejup Ganic, said that the "mechanims of the new document are so subtle that it will be immediately seen who is for and who is against the Federation."
