MUNICH, Feb 5 (Hina) - The participant in the Munich meeting on the
support to the Federation of Bosnia-Herzegovina today agreed on a
plan with nine items.
The first of the items dealt with an international arbitrator
who would decide on all matters referred to him by either side. The
arbitrator, whose decisions would be binding on all parties, should
be selected by mutual agreement. His decisions would be based on
the Washington Accords, the Vienna agreement, and the Federations'
Constitution.
The second item provided for a Sarajevo-based permanent
commission for supervising and observing the development of the
Bosnian Federation.
The third item referred to deploying constitution experts who
are expected to assist in developing the institutional
arrangements.
The fourth item stressed the importance of drawing attention
of governments and international organizations to the problem of
return of the refugees and displaced people. This problem was
described as a key one in preserving the Croat-Bosniac Federation.
The fifth item referred to deploying international mediators
who might help resolve the differences in certain communities.
The working groups of such mediators should cooperate with the
Mostar European Union Administration officials according to the
sixth item.
Consultations on the progress and problems in establishing the
Federation would be institutionalized and held every six months in
line with the seventh item.
A programme about assistance in meeting real needs should be
considered under the eighth item.
The last item concerned the organization of seminars and
courses where the Federation's officials could be trained in the
area of public administration. Besides, the Unite States would send
a retired senior officer to help integrate the federal military
institutions.
A delegation of the Federation of Bosnia-Herzegovina at the
Munich talks, chaired by US Assistant Secretary of State Richard
Holbrooke, included President Kresimir Zubak, Vice President Ejup
Ganic and Premier Haris Silajdzic.
Croatia's high officials who attended the talks were Foreign
Minister Mate Granic, Defence Minister Gojko Susak, Croatian
Ambassadors to the UN in Geneva and Germany, Miomir Zuzul and Ivan
Ilic respectively.
Present at the talks were also representatives of the Five-
Nation Contact Group and three US senators. US Defence Secretary
William Perry was on hand as well.
