arms reduction.

Under the agreement signed by Croatia, the Federal Republic of
Yugoslavia (FRY), Bosnia-Herzegovina and its two entities, military
forces in the Federation were to destroy 776 cannons by 31
December, and the remaining excess weapons had been destroyed on
Friday, Delic told a news conference.
He warned that, in an attempt to avoid fulfilling their
committments, the Serb entity army had registered much less heavy
weaponry than they in fact possessed.
"They tried to deceive the international community and we
believe that they registered less than 10 percent of surplus
weapons for destruction," Delic said.
He estimated that the Serb side was hiding around 350 tanks.
Delic said that the international community had not exerted
sufficient pressure on the Bosnian Serb army to fulfill their
obligations, and announced that if such conduct continued, he would
ask that the military equilibrium be established in 197 based on
the factual situation.
He said that chaos dominated in the Bosnian Serb army, as well
as in other Republika Srpska systems.
Delic said that the HVO and Bosnian army were not
significantly mor powerful. HVO had become professional in 1994 and
an open competition had ended a few days ago for enrolling into the
Bosnian army which now numbered around 40,000 people, Delic said.
