ZAGREB/STRASBOURG, Dec 3 (Hina) - The Council of Europe on Tuesday issued a statement announcing its participation at the international conference on the implementation of the Dayton Agreement in London, where it will present its
programme on possible actions for strengthening democratic institutions, improving human rights and the "rule of the law in the troubled region". The programme will be entitled "Council of Europe Action in Bosnia-Herzegovina: Priority Areas".

issued a statement announcing its participation at the
international conference on the implementation of the Dayton
Agreement in London, where it will present its programme on
possible actions for strengthening democratic institutions,
improving human rights and the "rule of the law in the troubled
region". The programme will be entitled "Council of Europe Action
in Bosnia-Herzegovina: Priority Areas". #L#
A number of specific tasks which the Dayton agreement had
given the organization, had already been fulfilled: the Committee
of Ministers had appointed eight of 14 members to the Human Rights
Chamber for Bosnia-Herzegovina, the president of the European Court
of Human Rights had appointed three out of nine members to the
Commission for the Real Property Claims of Displaced Persons and
Refugees, as well as three out of nine members to the
Constitutional Court, the statement said.
"To make Bosnia-Herzegovina fit for membership, the Council
has embarked on a number of programmes," including the stimulation
of free media, "harmonizing legislation with Council of Europe
standards, (...) assistance in the preparation and observation of
local elections," and granting a loan of US$ 5 million for war
victims from the Social Development Fund of the Council of Europe,
the statement said.
