ZAGREB, 11 Nov (Hina) - The House of Representatives Committee for
the Constitution, Book of Rules and Political System is to propose
to the House of Representatives to exclude a draft resolution on
the solution of the so-called Zagreb crisis from the agenda of the
November session. #L#
At today's session, six members of the Committee voted for the
proposal, while two members voted against. The resolution was
proposed by Vlado Gotovac (Croatian Social-Liberal Party, HSLS),
Ivica Racan (Social-Democratic Party, SDP), Zlatko Tomcic (Croatian
Peasants' Party, HSS) and Radimir Cacic (Croatian People's Party,
HNS). A group of Opposition members in the House of Representatives
also supported the resolution with their signatures.
The draft resolution says that the House of Representatives
calls on the councilors in the Zagreb City Assembly and Zagreb
County Assembly to try and find solutions for the so-called Zagreb
crisis, bearing in mind democratic principles, the will of voters
expressed in the last elections, Constitution, law and other
relations and procedures, and with respect for the highest values
of the Croatian constitutional order.
Members of the Croatian Democratic Party (HDZ) hold that it is
questionable whether the House of Representatives has the
constitutional and legal basis for making decisions about the draft
resolution, considering the fact that according to the Local
Administration and Self-Government Act, towns and counties have the
right to make independent decisions on affairs within their scope
of actions, while the Government has the power of control.
Opposition representatives in the Committee said that the
Government has declared that it is not authorised to solve that
question and that the Constitutional Court has refused to consider
the Zagreb crisis. In the Zagreb case, there has been a violation
of the law which says that the county prefect who has received a
vote of no confidence has to leave his post. That was not the case
with Zagreb Mayor and Parliament should discuss that, Opposition
representatives said.
