Fluckiger is also to visit eastern Slavonia, which is under
control of U.N. Transitional Administration.
The Council of Europe could not influence the process of
peaceful reintegration since that process was under UNTAES
jurisdiction, but it could offer its experience in dealing with
human and minority rights, Fluckiger said.
Croatia could use the help of the Embassy of Local Democracy
with its branch offices in Vukovar and Beli Manastir and inform the
Serb side about minority rights, Fluckiger said.
Deputy head of the Croatian government office for the
establishment of Croatian authority in eastern Slavonia, Mirko
Tankosic, said that 'the process of peaceful reintegration has come
to a stalemate' since the Serb side demanded a high level of
autonomy. That was a wrong interpretation of Article 12 of the
Basic Agreement, which clearly said that any changes of
Constitution and territorial organization were out of the question,
Tankosic said.
