KOSTOVIC, SEKS SPEAK AT CONFERENCE OF CROATIAN ASSOCIATION OF DISP

DISP $ LACED ZAGREB, 12 Oct (Hina) - Participants in the fourth conference of the Croatian Association of Displaced Persons were also addressed by Vice Premier and Croatian representative in the U.N. Temporary Administration for eastern Slavonia, Ivica Kostovic and Parliament deputy chairman, Vladimir Seks. Recalling the tasks the U.N. Transitional Administration in eastern Slavonia has completed or started to implement (demilitarization, the beginning of the return to some parts of the Croatian Danubian area, gradual entry of Croatian authorities and the beginning of reconstruction), Kostovic announced the reintegration schedule until 15 January. By 15 January, Transitional Administrator Jacques Klein should announce that the area from Lipovac to Lovas was safe for the return of displaced people, Kostovic said, adding Croatia was expected to fully cooperate with UNTAES. Preparations for the take-over of authority and organisation of elections would have to be completed by 15 January. The Croatian Government and the UNTAES officer in charge of elections currently had 'opposed' views concerning the elections, Kostovic said, adding that Croatia could refuse to recognize the elections in case they were not held in line with Croatian laws. The second reintegration phase, which would last from 15 January to early spring, would include a gradual and complete entry of Croatian authorities in the Croatian Danubian area and the withdrawal of UNTAES. In the third phase, the Croatian Danubian area would be completely integrated in Croatia's legal and constitutional system, Kostovic said. He also announced a press conference on the Ovcara mass grave for 23 October. Parliament deputy chairman Vladimir Seks spoke about international aspects of the reintegration process.
