HERZEGOV $ INA SARAJEVO, 13 June (Hina) - Spokesman for the Office of the High Representative for Implementation of Bosnia Peace Agreement, Colum Murphy, on Thursday warned that six months after the signing of the Dayton peace agreement no progress had been observed in the integration of the country, which was the real aim set by the international community. No integration processes had been registered on the territory of the Croat-Muslim Federation nor between the two entities, Murphy said. #L# Relations between the federal partners began to look more like a 'strategic partnership' while the Bosnian Serb authorities were trying to strengthen their political structure, establish new borders and prevent the return of refugees by all means, Murphy said, warning that the political battle was becoming more intense as the elections were approaching. This enhanced the present differences and posed a serious challenge to the international community which 'has a commitment to defend the sovereignty of Bosnia-Herzegovina as the basis of the Dayton peace agreement'. 'We have the impression that the political factors in the country see the peace only as another means of continuing the war', Murphy said. Nevertheless, the elections should be held even in the present unfavorable atmosphere since their postponement would most probably permanently prevent the establishment of joint institutions, thus devaluating the whole peace process. Murphy said that Bildt's Office would not give up the effort of extraditing Karadzic to The Hague War Crimes Tribunal. However, only directed and coordinated efforts of the whole international community could lead to concrete results on that plane, he added. (hina) rm mm 131409 MET jun 96
