BONN, Dec 10 (Hina) - The Yugoslav delegation left the meeting of
the Peace Implementation Council for Bosnia-Herzegovina in Bonn on
Wednesday, dissatisfied that the draft of the final document
explicitly cited Kosovo, the southern Serbian province with the
majority Albanian population, as a potentially destabilising
factor in the region, diplomats said.
The Kosovo issue unexpectedly became one of the central topics of
the conference after German Foreign Minister Klaus Kinkel said in
his opening remarks on Tuesday that the problem of Kosovo could
destabilise the whole region.
Kinkel called on the Belgrade government and Albanian leaders in
Kosovo to begin negotiations, proposing as a solution granting
Kosovo special status and ensuring respect for human and minority
rights in the province.
