ZAGREB, Nov 20 (Hina) - The Croatian government on Thursday adopted
and forwarded to parliament a final bill on the acquisition of goods
and services and subcontracting.
Premier Zlatko Matesa said the bill was a key instrument to an
effective functioning of the state, since it significantly
narrowed possibilities for illegal activities in this field.
Finance Minister Borislav Skegro said the final bill included
improvements and remarks from the parliamentary discussion,
certain ministries and state institutions. The basic difference in
relation to former texts was that, in public bidding and the
acquisition of goods and services in general, the basic principle
would focus on the protection of home economy interests through
national benefits, he said.
In choosing the best offer, the client must choose the lowest-
priced offer.
