ZAGREB, 15 Jan (Hina) - The House of Representatives on Wednesday supported several penal laws including bills on penal code, criminal proceedings, protection of persons with mental disorders and a bill on juvenile courts.

supported several penal laws including bills on penal code,
criminal proceedings, protection of persons with mental disorders
and a bill on juvenile courts. #L#
The bill on criminal proceedings was drafted on the basis of
rights and obligations envisaged by Constitution and international
law, Assistant Justice Minister Tomislav Penic said.
The purpose of proposed regulations is to prevent criminal
acts more effectively, Penic stressed. These regulations are aimed
at a more effective prevention of criminal acts, they widen the
scope of police activities, allow technical recording of phone
conversations, as well as the surveillance of suspects etc.
The proposed regulations do not include measures of compulsory
detention. According to the regulations, the state attorney should
have greater powers.
Vladimir Primorac of the Croatian Social-Liberal Party (HSLS)
holds that police can technically record phone conversations and
follow suspects only with permission of an investigating judge.
Bosiljko Misetic of the Croatian Democratic Union (HDZ) bench
supported a regulation which implements the basic constitutional
principle - defence of the suspect - which was taken over from
Anglo-Saxon legislation.
Misetic proposed that the penal code bill include forms of
criminal acts for which incarceration would be compulsory.
Luka Trconic of the Croatian Peasants' Party (HSS) said that
suspects must have the right to remain silent and the right to an
attorney.
The bill on juvenile courts was presented by Assistant Justice
Minister Penic. According to the bill, minors would be tried before
special councils of the existing courts.
