ZAGREB, July 18 (Hina) - The Croatian parliament on Wednesday
afternoon started its 15th, extraordinary session with a debate on
a package of five bills introducing market relations in the power
sector and providing conditions for the restructuring and
privatisation of the oil company INA and the HEP power industry.
The bills are based on a strategy of development of the power sector
adopted by parliament last year, which adjusts domestic
legislation in the power sector to that of the European Union,
Economy Minister Goranko Fizulic said.
Sixteen leading Croatian power companies had privileged buyer
status and could negotiate the price of power with their suppliers
and even import it. There were two such companies in the gas sector,
he said.
Under the bills, the power market would be supervised by an
independent council which would regulate the power industry. The
council would have five members and be appointed by parliament at
the government's proposal.
The five bills on power and the regulation of the power industry and
electricity, gas and oil markets would go into force on January 1
next year.
Prior to this debate, the parliament refused a proposal by the
Croatian Democratic Union (HDZ) that its draft changes to the
Constitutional Law on Cooperation with the Hague Tribunal be
debated in urgent procedure and agreed to debate a bill on changes
to the Law on the Privatisation of Croatian Telecom (HT) in urgent
procedure.
