document on partnership, understanding and reconstruction, aimed at facilitating refugee returns and economic reconstruction. The document is part of a programme of accelerated return to areas of special state concern. The USAID project includes the reconstruction of a school and the community centre in nearby Nebljusi, some communal infrastructure facilities as well as economic revival and legal aid, Baldwin said.
