BELGRADE, June 23 (Hina) - The Yugoslav government on Saturday passed a decree on the country's cooperation with the Hague-based International Criminal Tribunal for the former Yugoslavia (ICTY), which provides for the extradition of Yugoslav citizens. The decree provoked a crisis in the federal government as representatives of Montenegro's Socialist National Party (SNP) refused to take part in today's session. The by-law is almost identical to a bill on Yugoslavia's cooperation with the UN war crimes tribunal which was withdrawn from parliamentary procedure due to disagreements with the SNP. The decree was passed with eight votes in favour. One member of the government voted against. The session was chaired by Deputy Prime Minister Miroljub Labus.
