that nobody can believe that they are willing to reach a resolution through negotiations. A spokesman, Philip Reeker, urged the withdrawal of Albanian guerrillas from the village of Arcinovo, near the Macedonian capital of Skopje. He also expressed the American support to a peace plan which Macedonian President Boris Trajkovski on Tuesday presented at a news conference. Macedonian government earlier in the day adopted the plan for the settlement of the crisis and President Trajkovski is going to present it to the European Parliament in Strasbourg on Wednesday. that they are willing to reach a resolution through negotiations.
A spokesman, Philip Reeker, urged the withdrawal of Albanian
guerrillas from the village of Arcinovo, near the Macedonian
capital of Skopje.
He also expressed the American support to a peace plan which
Macedonian President Boris Trajkovski on Tuesday presented at a
news conference. Macedonian government earlier in the day adopted
the plan for the settlement of the crisis and President Trajkovski
is going to present it to the European Parliament in Strasbourg on
Wednesday.
The document comprises five stages. The first one, which is under
way, is a diplomatic and political action, including the set-up of
joint military and police forces under one command. The second
stage envisages the military and political isolation of terrorists
and the creation of conditions for a cease-fire. The third stage is
the unilateral declaration of the cease-fire and implementation of
confidence building measures. The penultimate stage envisages the
disarmament of (ethnic Albanian) extremists, whereas the last
stage should bring the normalisation of life and amnesty for those
who have not perpetrated crimes.
We see the authorities' decision as an indicator of the brave
restraint despite provocation of the extremists, the State
Department spokesman said.
