in the coefficient of secondary school employees. Union president Andrija Puljevic told a news conference the proposed redistribution of coefficients in public services was unjust as some less responsible duties in public services were granted higher coefficients than the secondary education system. A union simulation of salaries in the secondary school system shows that the salaries of secondary school teachers will lag behind significantly, which contradicts government promises that their salaries will not decrease, Puljevic said. The union therefore proposes that the minimum coefficient of secondary school teachers be set at 1.28 for teachers-beginners
ZAGREB, April 11 (Hina) - The Independent Union of Secondary School
Teachers on Wednesday criticised a government draft decree on job
titles and work complexity coefficients in public services and
suggested an seven percent increase in the coefficient of secondary
school employees.
Union president Andrija Puljevic told a news conference the
proposed redistribution of coefficients in public services was
unjust as some less responsible duties in public services were
granted higher coefficients than the secondary education system.
A union simulation of salaries in the secondary school system shows
that the salaries of secondary school teachers will lag behind
significantly, which contradicts government promises that their
salaries will not decrease, Puljevic said.
The union therefore proposes that the minimum coefficient of
secondary school teachers be set at 1.28 for teachers-beginners
instead of the 1.24 coefficient the government proposed.
Puljevic believes the horizontal redistribution of coefficients in
the school system is illogical because it increases headmasters'
salaries by 30 to 35 percent in relation to teachers with the same
years of service. The union therefore proposes that the coefficient
of secondary and primary school teachers be increased by seven
percent.
On April 25, the Union will organise a referendum among its members
regarding possible union action, the union leader said.
Three other unions - the Union of Secondary School and Student Hall
Teachers, the Croatian School Union 'Preporod' and the Union of
Croatian School Employees joined up in the criticism of the
government draft decree.
