near Zagreb on Saturday. The upper house should be dissolved so that 'the legislative filter be transferred to the Constitutional Court," he said during a visit to a rehabilitation centre. The leaders of Croatia's ruling coalition on Friday decided to make changes to the Constitution which would dissolve the House of Counties. The coalition also considers cancelling the right of the Croatian Diaspora to vote in the elections for the parliament. Mesic described this decision as logical. "Those who pay taxes in Croatia can vote here. It is not logical that someone adopts a regulation which will not apply to him," he said.(hina) rml
