"has continued generating and fostering chaos," Forum 21, an

said in a statement on Tuesday.
"The production and fostering of chaos has continued and it can be
recognised in the "headquarters mentality", which has taken root in
the HTV information programme over the past year," the statement
reads.
Instead of providing a balanced picture of the economic, social and
civil life, HTV is presenting the 'achievements' of criminal
organisations, war-criminal groups and the interests of political
elites as if there were no other examples in society, the
association says.
Forum 21 further criticises the lack of ethics, professionalism and
responsibility of HTV editors and management, which they say shun
radical changes.
The association further claims that HTV's information section most
often ignores, censors or forges information, that scientific,
cultural and education programmes are marginalised and that
entertainment and sports programmes are feeding the lowest
instincts of the audience.
Forum 21 also believes the new law on Croatian Radio Television
(HRT) gives little hope that the necessary transformation of HTV
into a public and professional institution would take place.
