SARAJEVO, Oct 15 (Hina) - Despite their relative success at the last general elections in Bosnia-Herzegovina, national parties will not secure the necessary majority to make up executive authorities on the state level, the
Sarajevo-based "Oslobodjenje" daily reported on Tuesday.

According to the data which the daily obtained after the counting of
a majority of ballots, the so-called block of national parties
consisting of the (Muslim) Party of Democratic Action (SDA), the
Serb Democratic Party (SDS) and the Croatian Democratic Union (HDZ)
will have only 18 seats in the 42-seat parliament on the state
level.
Social Democrats (SDP) and the Party for Bosnia-Herzegovina (SBiH)
will each have five seats, but they have greater possibilities for
forming coalitions with a whole range of minor parties from the
country's two entities, and thus they can establish a parliamentary
majority.
The leader of the Party of the Independent Social Democrats (SNSD)
from Banja Luka (Serb entity), Milorad Dodik, has announced a
possibility to form a broad coalition named "The Partnership for
Reforms"." The success of this project primarily depends on the
incumbent Premier of the Republic of Srpska, Mladen Ivanic.
If Ivanic's Party of Democratic Progress (PDP) joins a coalition of
moderate parties, he might be awarded with the office of Bosnia's
Foreign Minister.
The balance of forces In the Croat-Muslim entity (i.e. the
Federation) is to some extent different.
In the 98-seat federal parliament, SDA will have 32 and HDZ 16
seats. Each SDP and SBiH will have 15 representative to this
parliament. Another 20 seats will be divided among a series of minor
parties, but HDZ and SDA are likely to have more chances of setting
up a parliamentary majority in this entity.
The outcome of the process of forming new authorities in the other
entity - the Republic of Srpska - is open to speculation. Despite
the fact that SDS is still the strongest party with 27 seats in the
83-seat assembly, there are possibilities that a new parliamentary
majority be gathered around the parties of Dodik and Ivanic, while
SDS might be in the Opposition.
