to call repeated elections and by-elections for representatives
and council members of ethnic minorities in units of local

On the same day the elections will be repeated for five municipal
councils after the previous councils in Viskovci, Kijevo, Tounj,
Radoboj and Lobor were dissolved.
In this way, the Ivica Racan cabinet accepted recommendations of
the Constitutional Court, the National Election Commission and the
non-governmetnal organisation GONG that these three sorts of the
elections -- elections for municipal and town councils which have
been dissolved; elections for municipal, town and county
representative bodies which lack the required number of minority
representatives; and additional elections for minority councils
which have not been elected yet -- should not be held on 23 November,
together with the parliamentary elections, but on some other day.
On Wednesday GONG representatives said that holding these and
parliamentary elections on the same day would not save funds but
only cause chaos at polling stations.
At the May vote for minorities' representatives and councils in
counties, cities and municipalities, less than a half of 471
councils and 141 councillors were elected.
