The Ivica Racan cabinet decided to initiate proceedings for the
conclusion of an agreement between Croatia and Serbia-Montenegro
on the protection of the Croatian minority in Serbia-Montenegro and
the protection of the Serb and Montenegrin minorities in Croatia.
The government made a decision to initiate proceedings for the
election of Croatia as a member of the United Nations Commission on
International Trade Law (UNCITRAL).
It also decided to initiate proceedings for the conclusion of a
bilateral agreement with the government of the Islamic Republic of
Iran on mutual assistance in issues in the customs sphere so as to
promote cooperation in efforts aimed at the prevention of smuggling
and an effective fight against trafficking in drugs.
The government decided to initiate proceedings for concluding a
bilateral agreement with Israel on double taxation avoidance.
The cabinet also amended a decision on initiating proceedings for
concluding an additional protocol to the agreement between NATO
members and other countries, covered by the Partnership for Peace
programme, on the legal status of their forces.
Changes were made to a decree on the control of import and export of
rough diamonds so as to implement the Kimberley process. This is an
internationally agreed process, launched in May 2000, for the
issuance of official certificates referring to the delivery of
rough diamonds. The process has been introduced with the purpose of
preventing rebels in Angola and Sierra Leone from using rough
diamonds for financing their plans to oust legally-established
governments in the said countries.
Zrinka Radnic was appointed acting head of the Office for the
Prevention of Drug Addiction, according to a press release issued
by the government's public relations office.
