"For the first time after a century Montenegro will be guarding its
own borders," Djukanovic said, adding that the agreement enabled
"restoration of an important part of Montenegro's sovereignty".
"This decision reaffirms Montenegro's determination to build a
civil society, which means that from now on Montenegrin borders
will be guarded in accordance with European standards," Djukanovic
said.
Tadic said that in democracies armed forces did not control borders
but that it was the responsibility of civil institutions.
The Montenegrin police has already taken over control of the border
with Kosovo.
