ZAGREB, May 9 (Hina) - Ahead of continuing negotiations on changes to the Labour Act next week, the Croatian Employers' Association (HUP) on Friday presented minimum requests for its consent to the changes.

(HUP) on Friday presented minimum requests for its consent to the

The HUP assesses that many compromises between the employers and
government in their staring positions in talks to date have led to
further concessions to unions' requests.
This seriously jeopardises the implementation of the basic reform
goals -- creating conditions for the development of a flexible and
dynamic labour market, increasing competitiveness and timely
positioning of the Croatian economy on the global market.
The employers will insist, at the continuation of tripartite
negotiations, that lunch break not be calculated into working
hours.
The employers also request that starting positions regarding the
amount of severance pays proposed by the government be maintained.
They insist that severance pays be calculated on the basis of net
salaries and not gross salaries as unions are demanding. This was
also the stand of the Supreme Court in an audit case.
The HUP believes that the participation of workers'
representatives in the work of supervisory committees is not the
kind of change which would help to raise competitiveness, nor does
it belong to the area of regulating labour relations.
So the employers suggest that the issue be solved when conditions
are met based on analyses and assessments of experiences in other
countries.
If these requests are not included in the new draft labour act, the
HUP believes that amendments to the act should be postponed until
after next parliamentary elections because the course of
negotiations has shown that suggested solutions are under the
strong influence of pre-electoral pressures.
