situation in the Croatian criminal justice system which began in

Judges voiced conflicting views on life prison sentences as
envisaged by draft amendments to the Penal Code.
The president of the Supreme Court, Ivica Crnic, supports changes
to the Penal Code introducing life imprisonment because "some
criminals should be denied the possibility to return among
civilised people".
A Supreme Court judge, Milan Petranovic, believes that introducing
life imprisonment is disputable considering the fact that long-
term sentences of 20 to 40 years in prison already exist. He says
that the new punishment is being introduced without analysing its
purpose first.
The seminar is attended by around 300 judges, state prosecutors,
police officers and legal experts.
