On the first day of the visit, Verheugen is scheduled to meet President Stjepan Mesic, Prime Minister Ivo Sanader, Parliament President Vladimir Seks, Foreign Minister Miomir Zuzul and European Integration Minister Kolinda Grabar-Kitarovic.
Also on Wednesday, the EU commissioner is due to address the Croatian Parliament and attend a government session.
On Thursday, Verheugen will travel to the central Adriatic city of Sibenik where he will be presented with an honorary citizen charter as a mark of respect for everything he has done for Croatia.
Verheugen's term of office expires soon, and he is to take up the post of vice-president of the European Commission.
